影片讲述相声始祖朱绍文在清末不畏强权，坎坷的艺术人生。相声祖师爷朱绍文在天桥下根据字意谈古论今说笑话，每解释完一个字定能使人发笑。王府的格格爱上了朱绍文，却遭到王爷的反对，被许配到将军府。王爷处处刁难陷害朱绍文，可朱绍文还是因相声红遍了北京城，被老佛爷封为天桥八大怪之首……
